چکیده | ||
مهاجرت در کنار تولد و مرگ و میر، از عوامل اصلی تغییر و تحول جمعیت است. از آنجایی که نیروی انسانی، سرمایه اصلی هر کشور محسوب میشود، کاهش یا افزایش نیروی متخصص و سرمایه انسانی میتواند مسیر، سرعت و تحولات توسعه در کشور را تحت تأثیر قرار دهد. این پژوهش، با استفاده از روش فراتحلیل کیفی، با هدف بررسی، طبقهبندی و مقایسه نتایج تجربی مطالعات حوزه مهاجرت تلاش میکند، نقاط قوت و ضعف این آثار را نمایان سازد و با رویکرد قابلیت آمارتیاسن، وضعیت مهاجرتهای بینالمللی در کشور را مورد تحلیل قرار دهد. جمعبندی تحلیلی و همچنین ارائه تحلیل جامعهشناسانه با رویکرد توسعه محور برای نهادهای برنامهریز اجتماعی و سیاسی از دیگر اهداف تحقیق است. به منظور انجام فراتحلیل 50 مقاله علمی ـ پژوهشی چاپ شده در نشریات معتبر، با موضوع مهاجرتهای بینالمللی در بازه زمانی 1399-1383 به منظور تحلیل مهاجرتهای بینالمللی نیز از رویکرد قابلیت آمارتیاسن بهره بردیم. نتایج پژوهش حاکی از آن است که با وجود کمیت بالای مطالعات در این حوزه، آثار یاد شده از نظر کیفی و روششناختی دارای ضعفهای جدی هستند. از سوی دیگر طبق نتایج مطالعات بررسی شده، مهمترین عوامل خروج سرمایه انسانی از کشور، را میتوان در عدم آزادی در چهار حوزه اقتصادی، سیاسی، اجتماعی و فرهنگی جستجو کرد. از دیدگاه سن، مهاجرت استراتژی را فراهم میکند که شخص خود را از عدم آزادیها در حوزههای اقتصادی، سیاسی و اجتماعی در جامعه مبدأ رها و آزاد کند و آزادیهای واقعی را در مقصد جستجو کند. در حالیکه در مسیر توسعه، حفظ سرمایه انسانی و عاملیت آزاد و ماندگار به مثابه موتور توسعه عمل میکند و این عاملیت نه تنها عنصر قوامبخش توسعه است بلکه به تقویت انواع دیگر عاملیتهای آزاد کمک میکند و منجر به تسریع این روند خواهد شد. افزایش مهاجرت بالفعل و تمایل به مهاجرت (بالقوه) اختلالی جدی در روند توسعه کشور را به همراه خواهد داشت. | ||
